IE inserts empty <p> tags

Description

In IE it is impossible to have a large space between blocks of text by putting empty <p> tags in it, because there are no nonbreaking spaces inserted in those tags, and consequently IE does not render them at all.

Or is this a CSS problem?

This appears to be working for me in IE.
