Need a reference file for all the strings that need to be translated

There doesnt seem to be a place where all the strings that must be translated are kept. I beleive that the en.js files used to serve this purpose, but they are no longer there. I suggest we bring these back so that we always have a file that has the complete list of translation strings. Otherwise we have the problem that if a new string is added to the editor somewhere, the only way people know that it is missing is through the bug tracker. Its very easy for strings to remain untranslated this way.
